The logic problem is
Susan counts each of the people in the party. She then puts herself at the tail end of the queue so that Roger will not be eighth and fall behind. This is pure logic, of which Susan appears to be quite good.
The origianl statement better drowned than duffers if not duffers will not drown is also a logical statement.
If d is an element of the drowned set D
If u is an element of the duffer set U
If A is an element of the SAD set with a count of 8.
If A not U then not D.
