Details (and links) about the proposed development can be found here.

The Harwich International Port WWW site includes the following:

Measures are being progressed to mitigate adverse environmental impacts wherever possible. The approach involves the expansion of pioneering sediment replacement measures (instigated by the HHA) to address the potential erosion of habitats in the system. However, it is also recognised that certain effects cannot be mitigated and, in this respect, the company is developing proposals for significant habitat creation in order to ensure that the overall ecological functioning of the estuarine system is not compromised as a result of the Bathside Bay development. For this purpose, Hutchison Ports (UK) Limited has secured land at Hamford Water, in Essex, that is suitable for the creation of compensatory intertidal mudflat.

While the "Dredging News Online" WWW site includes the following (emphasis added):

As part of its plans to develop a modern container terminal at Bathside Bay, Hutchison Ports (UK) Limited, owner of Harwich International Port, is proposing to create compensatory intertidal mudflat through alterations to the positions of sea walls.
