We have to be a bit careful when talking about 'stealing'. It has long been recognised that some of AR's characters bear a strong resemblance to those of Hugh Lofting, writing 10 years earlier than AR. Lofting's main characters were of course animals, but apart from that 'Dab-dab' is an earlier Susan, and 'Gub-gub' is a ringer for Roger. And there are more. Should we just put it all down to coincidence, or perhaps convergent evolution in writing-styles for children in the early 20th century?
