What you say is true, John, but the U.S. Constitution's provisions that include the commerce clause, the general welfare clause, and--most importantly--the national supremacy clause (Article 6) give the national government the opportunity to supersede/override state actions. The Rehnquist Supreme Court was more state-oriented (with Bush v. Gore a notable exception) but the high court's interpretation of the Constitution tends to undergo periodic changes...although I suspect it will be a long period before the current orientation is overturned.
