I haven't read ML in ages; I don't recall if they said order was "size", "rank" would certainly permit Susan to precede Peggy.
They don't say what the order is, but if you're trying to make a convincing dragon, order of size would seem more relevant. And Nancy was ahead of John. Bottom of page 301, Puffin edition, midway through chapter 24, in the paragraph beginning "Roger, swinging his silvered gourd".
