As you said, she took charge, however I still feel it was a pretty big load for a twelve year old to take on even in the setting of the 30's, management of two adults and four children plus 'small luggage' on a long distance journey with, presumably, multiple train changes, and that even if she wanted to do it, there's a difference between wanting to do something and a parent allowing it to that extent.
Two Stopping Little Miss Bossy Boots from doing it would be more trouble than it was worth (and the job would still have to be done anyway)
