Such machines certainly exist. We have friends in the UK to whom we frequently send our Canadian NTSC videos. In an electronics shop here in Thunder Bay, Ontario, I was shown a machine capable of playing NTSC, PAL and the Japanese format (I forget its name). However, none of these machines possesses the capability of copying from one format to the other. This still seems to require a roomful of equipment.
