I think so Alan. Most children's fiction tends to follow the format in that the adults set up the circumstances, eg 'The Railway Children' go to the area because their father is in jail for fraud and their mother needs space to write in order to earn a living, - hence the children are forced to use their own resources to entertain themselves which sets the plot. Even 'The Far Distant Oxus' uses that introduction in that the children are sent to the farm by their parents and the farmer gives them the ponies.
I'd be keen to find out if there were any that use a different format.
