I half remember a quote (perhaps others will provide a context) in which he said all the places exist but also that he had relocated them to fit his stories.
Whether this phrase "places" can be extrapolated to include buildings is a matter for conjecture.
However I cannot remember reading that he said that all the people exist, perhaps this is a significant or a tactful omission?
The whole situation reminds me (for UK readers only) of Eric Morecambe's classic reply to Andre Previn (Preview) the conductor that he was playing the right notes on the piano - but not necessarily in the right order!
