I think you are probably right on this Andrew.
I seem to remember that in Neville Shute's novel "Ruined City" that much the same happened to the hero. The hero collapsed with on money or ID and was taken into hospital.
This novel was set in the early 1930's when the UK was starting to emerge from the depression. This would make it contemporaneous in fictional terms with the S&A series.
