I've just re-read the passage. The hospital is definitely Felixstowe General Hospital, which is quite a small hospital (still with us, at present!) and which has just the sort of staircase down to the entrance that Ransome describes. Going round the corner out of sight would put him on Cobbold Road, thence to the Dock by bus.
Commander Walker points out that there will be "consternation and monkeyhouse"over Jim's "escape" and no doubt he went back to sort things out once he was ashore at Pin Mill.
