"A Taggle of Tugs" --
"Taggle: To tag or follow"

But tugs usually lead rather than follow. (Rather like Peter R!)
Perhaps "a tuggle" or a "struggle".

Would "Taggle" be the right collective noun for a collection of Tarboarders?
