When I did my extensive research on the Ransome quotes quiz, to make sure I didn't send in any duplicate quotes, I found that the randomizing process does tend to "clump" quotes from the same book. This is actually a more truly random process than the structured one of one quote per book. However, it seems that a true random selection is not necessarily the most satisfying!
