In my duplication case after I posted I got a messaage saying that the site had timed out (I use Firefox as a browser) and when I tried to refresh the screen, it posted a second time.
I use Firefox as well, largely because it is more secure than I.E. and less liable to control by virus-type programs called trojans. In your case it appears that Firefox is posting your message, but then timing out before it has received an aknowledgement from the Tarboard server. The long-term solution is to get a faster Internet connection. A short term solution is to navigate to any other WWW page other than the Tarboard WWW send page before attempting to refresh your screen.
