Certainly Anne is a very different kind of child than the Swallows and Amazons- partly, of course, due to her being born some 50 years earlier. She is an orphan- adopted by accident as the people who got her had requested a boy, and in later books becomes a teacher, a college graduate, a high school principal, and, eventually a wife and mother.

I would compare her to Louisa May Alcott's characters rather than Ransome's.
