Spelling for a geographical feature is approved by a Board somewhere, or in this case the King of Sikkim back in the 1920's by the sounds of it. AR spelt it wrong and no amount of spelling it his way makes it correct then or now. This is the unique feature of geography, the name is set and spelling it otherwise does not change it by general use, only the Names Board or local equivalent can change it. AR did not do his homework is the best way to put it.
