The King of Sikkim is the Civil Authority in Sikkim - he has the duty not the right to name the features.

Have a look at this paper. There is now a formal process, which has existed for quite a while.

Just as I can not rename you Black Jake from Nulla Terra, no matter how much I want to, you may not change the name of a Mountain. The whole purpose is to discourage people of low intellect from naming things for themselves.

On most things you are dead correct on this however you are wrong.
