My Uncle was also a seatbelt pioneer he had them fitted in his Wolesey
They were like a racing harness but without the anti-submarine strap.
The Clunk Click campaign did a lot to get people to wear them after cars came with them as standard.
Child car seats are a great thing as not only it keeps the kids safe but you can strap the little buggers in out of the way.
Over here there is still an aversion to wearing them and you still see small kids on peoples laps.
Plus as you say boaters with the kids not wearing life jackets.
Something to do with the skewed American idea of freedom ( you cannot force me to do anything) even if it means killing my kid or myself
