Commander is a naval rank. Captain is also a rank, BUT a ship's Captain ("Old Man", "Skipper") is not necessarily of Captain's RANK. Depending on seniority of ship, OIC (ie Captain) could hold a number of possible ranks, eg Lieut. Cmdr, Cmdr, etc. See Oxford Companion to Ships and the Sea, Appendix 1.
