It would be unusual to have an officer as a driver, even a lowly Sub-Lieutenant. Drivers are and were usually ratings, very oftern Wrens. These days they are often civilians. A Flag Officer, who would be a Rear Admiral or above, would typically be asisted by a Flag Lieutenant (distinguished by a gold aiglet(known colloquially as a parrot perch!) hanging from the shoulder). The Flag Lieuteant might well assist by driving on occasions to functions, etc. I worked for a short while as a very junior Lieuteant for a Commander in a remote outpost, and quite often drove him around on duty - in an old RN Land Rover. I don't know if that counts!
