I don't believe the PAL/NTSC issue affects the DVD disc itself, that depends upon the output of the DVD player, which is why I can play Region 1 (US) DVDs in the UK on my PAL TV.
You are right in thinking you need a multi regional DVD machine to play discs for other regions - but what you may not realise is that most region specific players are multi regional machines which have one region locked in using software and many can be unlocked by entering certain codes on the remote control. If you search "DVD Region hack" in Google you'll find a number of sites that will tell you how to unlock the multi-regional potential of your machine.
On the whole, anything that involves inputting codes in the handset is OK, but I wouldn't go near any solution that involves opening the box.
