sounds rather like a case of :-

"There are also some instances where health and safety is used as an excuse to justify unpopular decisions such as closing facilities."

in the article on the HSC compaign

"Ben Fogle, the television presenter who recently rowed across the Atlantic, helped to launch the campaign.

He said: "I probably take more risks than most and I wouldn't want my life to be any other way.

"No one wants a world where children, in fact anyone, is wrapped in cotton wool, prevented from taking any risks and scared of endeavour.""

I've been a Safety Representative, under the 1974 Health and Safety at Work Act, for nearly 30 years and my children have sailed, camped, hiked, caved, climbed and ridden horses ( and you'd never get an MOT on a car that jumps sideways if it sees a crisp packet in a hedge ) etc.. Many friends involved in health and safety ( union side, management, training and industrial )with similar views on life and child rearing. They just tend to be people who carefully assess risks _and_ benefits.
