I think that AR did this for the same reason that he used locations that he knew, like the Broads, or combination locations like in the Lake novels. When you use a setting that you are familiar with, it provides an easy, ready made continuity and framework for your story. And of course, that includes the weather. Both WH and PP had the weather as a major plot device, and would have been quite different stories if set in a different season.
