One could afford to employ servants easily in the 1930's as they were cheap to employ. Often they were provided with accomodation and a small salary.
The employment costs were even lower before the 1914 - 18 war and a sevant might get accomodation plus £5 as a year's income.

The first and second world wars liberated many people.
