In 1987 when my wife and I first visited the U.K. we were delighted to find that places like ruins had signs warning that e.g. old steps to the top of towers might be slippery and you proceeded at your own risk -- but let people decide for themselves and their children what they wanted to do. We compared this with what seemed to us to be the excessive "forded coddling" in the U.S. designed to mitigate any possible danger and in the process cocoon people away from things.

Amazingly at this point it sounds as though the U.K. is now the "leader" in presumed risk prevention.
