wishing to prevent parades on Remembrance Sunday ... taking place without Public Liability Insurance, yellow-jacketed marshals etc

seems unlikely that H&S would require "Public Liability Insurance" - it's concerned with preventing not compensating.

Council could well require "Public Liability Insurance" to protect itself in these litigious days. Also probably a raft of legislation requiring parades, demonstrations and such events to be licensed.

The provider of the insurance could well require certain safety precautions.
