I also agree that AR took bits and pieces of places he knew and put them together to make "his" Lake. However, I don't necessarily think that it was due to his confidence in his knowledge of the area compared to he knowledge of the Broads. I think he started in Swallows and Amazons with an imaginary lake and scenery because he wasn't confident that it would become a series. He had no real interest in reproducing the local scenery in his first story because he wanted to include places which he knew but would not fit into an accurate local geography. Camping on Peel Island is not the same as camping on Blakeholme but Blakeholme doesn't have a secret harbour. Consiston is a relatibely open lake with only a few islands close to shore. Windermere has a number of islands which impede navigation down the middle and observation of the fleeing Amazons.

On the other hand by the time he turned to the Broads and the East Coast books he had more confidence in his ability to fit his story to an accurate geography.
