Welsh children in primary schools are certainly taught Welsh, but not exclusively in that language. An Australian friend recently had an exchange year teaching in the Valleys, and the school had to get by with her teaching them in English. (They learned a lot about Australia, though.)
When I was growing up in Wales in the 1940s, nobody spoke Welsh. The only bilingual sign was on the Public Library. Now driving is quite dangerous for visitors, since you are distracted by trying to read the incomprehensible half of the road signs.
