I agree with Peter. I have always understood that the phrase: "Hear Hear" was used in debates by the members of the audience to exhort the others to pay particular heed to what the speaker was saying. It has now become mainly an expression of agreement with the sentiments being expressed, but this is just a contraction of the scope of the original meaning.
