At the beginning of CC, they are waiting for the D&Gs, and P&S are thinking “Piracy had been a good plan once, but it had had its day except among the younger Coots, who refused to be weaned from it”. So the D&Gs weren’t the only pirates.
The waiters, Tom, Port, and Starboard are described as the “three elders” of the Coot Club (also in CC, Chapter 3). In BS the D&Gs are waiting for Tom, “Tom Dudgeon, who had started the Coot Club, with Port and Starboard ... “ (BS, Chapter 1).
There are the other small boys in nearby towns who keep a lookout for Margoletta in CC, and leave in BS. Like Tommy at Irstead, and Rob in Ranworth “he ain’t a Coot no more” (BS Chapter 17).
