AR stressed the word "wrong", which gives the sentence the meaning that although Dot may wear pigtails, that alone is not enough to dismiss her out of hand. I have always thought that the others, especially the girls, saw her as appearing very "girly"--something of which none of them could be accused! spirit. I think they all fear, from her appearance, that Dot will be too squeamish, too delicate, too "...brought up in a city" (as Susan says--Ed, can you find this line?). Interesting that the only strike against Dick is implied in John's comment, "Of course they aren't sailors..." (WH), but Dot gets the extra strike against her pigtails!
