Take the decimal part of the Minutes and multiply by 60.
e.g. in your example:
49 degrees, 12.717N; 122 degrees, 54.242W, Latitude: 0.717 of a minute is 60 x 0.717 = 43.02 seconds, and Longitude: 0.242 Minutes is 60 x 0.242
= 14.52 Seconds.
The coordinates then become:
49 deg. 12 Minutes and 43.02 Seconds N; 122 deg. 54 Minutes and 14.52 Sec.W
Often written: 49:12:43.02N 122:54:14.52W
