This is a long standing issue, and one that locals fall foul of just as much as visitors. The main problem is the exact route that the footpath takes and the ownership of the quay.
Most people think that that the foot path runs all the way down Quay Lane so leading to what AR named Witch's Quay, but it doesn't. The last section of the lane is a private road that belongs to the owner of the Quay House and the cottage, the footpath goes off to the side of the lane then crosses the lane then the bridge by the quay to carry on toward Walton. They also own the quay, to my knowledge it has never been a 'public' quay for all and sundry to tie up at. Over the years the owners of the house on the quay and the tennants of the cottage have got fed up with the whole area around that seciton of the lane and the quay being treated as a public park cum playground, hence the perceived hostility. As usual in the UK a disruptive minority have spoilt it for the interested majority.
