at least the action of the council in question ( Birmingham in 1998, I think ) can not be criticised for doing that - as it delinks the commercial "Christmas" period from individuals' religious celebrations. by Ian E-N

IIRC the objections to "Winterval" came from all sides - the council attempted to create a three-month-long artificial festival encompassing Diwali, Eid, Christmas, Hannukah and Chinese New Year (and probably some more that I've forgotten). It lasted from mid October until early February. But people wanted to keep the individual festivals separate, nobody liked this strange amalgamation.
