David Jones, in this year's Amazon Publication Ransome in China, 1927, goes into this question and proposes San Fernando, north of Manila, which was a commercial port used by British shipping. "Being close to Hong Kong and the port used British vessels, it could easily have recruited a British Harbour Master."
He also says, "Whilst Ransome may have had a clear picture of the exact location, he did not want the reader to do so."
