Very likely it has nothing to do with the their feelings, and is much more concerned with the possibility that if the children play tag and are injured, the school would be sued. America has become that kind of lawyer's society. Sadly, Britain's going the same way, and schools (and councils and all organisations in fact) now have to act defensively.
