I must say I have never run across the no bathing rules, maybe it is something that applies to a certain state.
States can make their own laws separate from the federal government.
Certainly here in Florida one can bath anytime of the year.

With regard to the Coast Guard maybe you can give instances of the differences.
Regrettably I never had a vessel in the UK at least not a large one.
My experience here with the restoration of the Galatea in which each stage has to be inspected by the USCG has been most cordial.
The inspections are because she will be carrying passengers for profit.

The only weird experience I had when first coming to the US, was one evening taking the children to a local pond to see the frogs, shortly after arriving having a police car show up and was told the pond was part of a County Park and no one was allowed after dark,
All of which seemed strange as the pond was right beside a public road,with no fence.
This was in Virginia and I found out later adjacent to a historic site.

I agree with Elizabeth, Freedom is touted constantly and usually by the people who abuse it.
It should be freedom with resposibility.
