The money for Nancy and Peggy's education possibly could be in trust or capital - not ongoing income. I don't see the Blacketts as being rich rich - no conspicuous consumption, but in what was the Depression years they have a car(Captain Flint's but seemingly on permanent loan and fairly knackered too), a launch, Amazon, a rowboat plus Beckfoot itself and the boathouse. Mrs Blackett can afford a permanent cook/housekeeper and some semi-permanent staff when needed. She also can afford to redecorate the entire house and her daughters have bicycles.
If the GA had a financial interest its possible she would insist the girl's spent some of their summer holidays with her to ensure they got the correct upbringing. All supposition of course.
