'S Stannard' will, I think, be Henry Sylvester Stannard 1870-1951, a landscape and garden painter, usually in watercolour. The Stannards were an artist family - H S Stannard's father (Henry J) and his sisters painted, as did his daughter Teresa Sylvester Stannard. 'S Stannard' could possibly be Teresa, but the fact that Dan's picture is a landscape indicates that it is much more likely to be by Harry S, as Teresa confined herself to flower and cottage garden scenes.

Harry S Stannard studied at the South Kensington School of Art, and later exhibited widely. He had 35 pictures accepted by the Royal Academy. An original Harry S Stannard painting would be quite desirable these days. Dan - better check whether it's a reproduction or not. If you carefully take the picture out of its frame, you should be able to tell.

As to knowing AR, who knows? Perhaps Stannard had read CC and BS and was inspired by them?
