I can't say anything about "based on," but if Jemmerling were in fact American, he wouldn't refer to non-English birds as "foreigners" and use phrases like "right up my street." If I had to pick candidates for obnoxious Americans in Ransome, I'd go for some of the Hullabaloos, since we haven't the data to eliminate most of that menagerie. They'd be logical ancestors of the ones whose car stereos regularly rattle my house.
