We have not examined the question of whether Bob Blackett is really dead.
Bob Blackett could have "done a Ransome", or been kidnapped by Chineese pirates, or... . But, in so far as I remember, AR tells us no more about BB's wherabouts.
So, whereas we know quite a lot about Joe, Bill and Pete and have ample material with which to speculate as to which of their characteristics AR found particularly endearing, with Bob Blackett we are drifting into the realms of "fan fiction", which is not every TarBoarder's cup of tea.
