If we are referring to modern events in the news, Britain is generally used as a shorthand for the UK of GB&NI. As in "Britain's economy is in a depression". However, in different contexts, it can mean something else. Sometimes the island of Great Britain, "Britain is larger than Ireland". So the reason there is waffling is because the word does not have a single fixed meaning for all occasions.
