Yes, I heard a talk by an experienced tugboat seaman recently, and he pointed out that a tug's rope has a breaking strain of 50 tons or more, and when it breaks it can go anywhere. If it hit a person, it could be very serious. However, he reassured us that injury didn't happen often, because (quote) we know when it might break and we know where to hide.

the RNLI towed at quite high speeds

The repeated advice of the tugboat seaman was: GO SLOW !!
