I think you have described the situation well, Alan. I think from the early 1920's exchanges were gradually converted to the Strowger electro mechanical system with "dolls eyes" to represent the lines requiring connection or engaged on a call.
I assume Fellside with a number of 75 was a larger exchange, as the smaller exchanges with less than 20 lines shut in the evenings and on Sundays as there was only one person to man them.
These systems were rapidly replaced when BT was privatised, but I saw a dolls eye system in a firm where I did some work briefly in 2001.
