Further to my previous post, I think the only skating arena close to UCL would have been the NSA Headquarters. This moved to Hengler's Circus ( National Skating Palace) in London. The building is now better known as the London Palladium, home to many comedy and variety shows.
This building is close to Oxford Circus station and is less than 10 minutes walk to the nearest but not the main university buildings.
This building was open when AR was working in London but closed in 1909 when it was redevoloped and opened as the Palladium in 1910.

Although it was closed when WH was written, it will have to suffice unless, as others have suggested, AR was "cutting and pasting" his geography.
