As the family of a serving Naval Officer the Swallows might well have lived in Naval accommodation in his ship's home port - Plymouth, Portsmouth or Chatham.
He might have had a family home, but this seems unlikely since they are clearly expecting in WD and SW to move into the Commander's official residence at HMS Ganges - Shotley Naval Training College.
