By whose definition? Everybody uses language as they wish.
I hardly think they do. Each society has its accepted usages, and those it rejects. 'Kids' is a usage that was rejected in the English middle classes until the sixties. It was simply regarded as vulgar- and American, of course, but Americans were allowed to talk American. Generous, us bourgeois Brits.
