Well after. According to 'Jibbooms and Bobstays' AR removed the 'slippers' dedication in 1958. However, Brogan seems to indicate that AR removed it after Ernest Altounyan's death in 1962, because by then there had been a rift between AR and the Altounyans. AR had become annoyed that readers identified the Swallows as the Altounyan children.
A detailed study of the various AR reference books would probably nail this one. Perhaps Andyb could spare a few minutes to sit in his airy library room overlooking the High Peak and stretch out a hand to his 'Ransome' shelf . . .
