And no buoyancy, lifejackets, or any of that nonsense.
But any responsible adult would check that you could swim, that seemed to be the only skill rquired in any boat no matter what the power source.
If you did anything serious, there seemed to be a requirement that you could prove that you could swim 1/4 mile. This was needed for life saving, lock keeping etc.
