You are quite right Jock, seemed would have been a better word. We now have to suffer the Environmental Agency which seems very good at spending lots of money to little effect or not carrying out their statutory duties.
However my wife did find a booklet published about the 1870's complaining about the wastefulness and idleness of the Conservancy.
